At what point am I the clown?

my cold reach out to a prospect via email worked (I remembered he was a fan of a certain sports team from a previous interaction 9+ months ago), and he agreed to a meeting. He has now moved this meeting 4 times. at what point do you just say "It sounds like this isn't a priority- let's touch base when it is."

Am I the clown here?

Yes, always a possibility.   Other things are most likely priorities at the moment.  If he's rescheduling and not flat out cancelling, you're probably fine, and you can afford to be a bit patient.

There are people who run from
Mtg to mtg constantly. You are definitely a low priority unless you are meeting an immediate needs of his. Reschedule but drop him a small reminder of what you can do for him.

I send an email to gauge the level of priority after the second reschedule. If I sense they're blowing me off I'll word it in a way to make them comfortable enough to tell me they have no intention of meeting so as not to waste energy.

You have already rescheduled, add some prep material before the next meeting, and get him to OK next steps if he trys to push again. That forces his hand, and makes you not the bad guy if he says no.
