so you need to be a little more specific on what you mean by "better leads"
i consider a lead to be "better" than another by how much intent they have to buy,
This is not something you can really determine on your own. Marketing will have the most impact on this.
What YOU can do, is understand what your best customers look like based on: -company demographic -Company size -Profile of the buyer -the problem's your product solves the best ect.
then use the tools mentioned : zoom info and sales nav to try and locate those ppl.
