Whatever you do, don't be cliche and lame, just candidly ask someone if the deal is still in play. Make it personal. "Hey Client, as you can imagine we all have bosses, and mine are wondering if the opportunity is still in play for our proposal, if not that's absolutely ok and I appreciate the feedback"

Definitely tougher to quantify when it's not directly revenue generating! I've done it in the past where I've come up with a couple models based on what I knew in the industry (salaries, etc...) and had an example ready.
