Should C-level ask sales staff their opinions before changing the company-wide CRM?

Duh. Now do they have to listen to our opinions? Absolutely fucking not. But, they should still check.

If we are the ones that drive revenue, don’t change things that impact that before checking first because it could have wide reaching effects.

My c-suite surprised us with a new CRM, went so poorly they bought Salesforce 3 months later. Now they're paying for two systems. Yes, they should always ask the main users.

That's almost like surprising someone a puppy when they don't want a pet, and then expecting them to take care of it and pay for all the things it needs. Forcing something new onto people without helping them prepare is ridiculous.

No marketing, mayo isn't an MQL
This is especially true when implementing Salesforce. Salesforce can do nearly anything but if you don't listen to the people who run the fucking thing it's a disaster. 

This happened at an old company where the Head of Strategy did it and was a glorified consultant. 

Did not match out sales process at all.

Obviously they don't "have" to but it would be smart to. These CRMs are powered by the data they hold. Data that is provided by sales staff. If you make it more difficult to provide accurate data less people will do so which will defeat the purpose of the CRM. Conversely if you make it less of a pain in the ass, you are likely to get more accurate reporting. Win-Win

I find it helpful to always hear what other people have to say, whether you think it is helpful or not it gives you a new perspective and to see what others are thinking. Sometimes they do not have the place to give feedback but it never hurts to hear it.

I mean if they want absolute mutiny then sure, go ahead and make a change without asking. 

If they want 1 ounce of buy in from the entire sales team they should ask.

If they're going with MS Dynamics, why bother? Its so great, user-friendly, streamlined functionality, easy reporting, and definitely... Definitely, will never make you throw your wireless mouse at the wall out of sheer frustration as to what fucking shit for brains asshole thought it was a good idea going with MS Dynamics. Definitely.

Seriously though, from an executive perspective I may ask some folks on my leadership team, or other reps who I know are power process users, but some decisions (especially as teams grow) just can’t be a democracy. The key is having a leader who knows what it’s like to work in the trenches, and trust them to make the best decision
