I have had success with picking 10-15 companies that I like and reaching out to the VP, CEO/founder and starting a conversation there. Similar to what was said above, I like what you are doing at xyz, be curious show interest and set yourself aside even when they might not be looking yet. Not all will lead to a conversation but you are building your network as well

See if you can find a mobile number and give them a bell. Otherwise, just be straight up 'Hi X, I did apply to Y role but thought it might be worth going directly to yourself to see if we could set up a quick call to see if my experience suits this?' Worked for me the other day - sometimes it might save the hiring manager time!

Definitely get after the recruiters as well. Any hiring manager worth anything will always be building a benchโ€ฆ lead with that in your message to a hiring manager.
โ€œI know hiring managers are busy and are usually getting pulled in multiple directions (from above and below), so it helps having a bench of candidates to access when you need to make a hire. I was hoping we could spend some time in conversation and see where things go from there. XYZ is my dream job, blah blah blah.โ€

That goes a long way.
