Does a manager mean it when they say our quota is their quota?

Unlike reps, managers show no resistance when quotas are raised so it's hard for me to believe that a bump in quota affects them monetarily as much as reps.

Mine is actually higher than my reps for some reason. But typically a manager has 10-15% less number than your quota. There is company goal, that is given inflated to managers cause they won't hit 100%, and inflated again and passed to reps cause they won't hit 100%. Most companies base on 70% achievement to the Corp goal

I may be speaking a bit too much truth here for most sales leaders - but every single level of leadership has buffer built in between targets and goals, there are simply too many variables at play in leading humans (especially sales humans) to build out growth strategies any other way.   Some companies and leaders abuse this strategy and create unachievable goals, so if less than 65-70% of your team is hitting target each quarter, I'd suggest looking for another gig, cause your leadership is gauging.

Depends how hard a Manager fights when the Exec or Board set the target. If they simply accept it means they believe the roadmap or strategy, or simply are not in a position to question the number.

They mean it at my company.  At this point in my career I would not want my boss's job.  As an example of the suck, if/when a customer churns (doesn't renew their contract) that lost contract revenue doesn't negatively affect the account owner's quota, but it does count against the manager's number.  Not like that's a common thing, but it would definitely suck to be busting your ass to hit your number only to have it chopped down by like $500K when a customer decides not to renew.

In a solid sales org..manager quotas are actually higher than the cumulative reps quotas.
