Enriching leads

We’re building a sales org servicing a blue collar industry. It’s easy to find lists of companies to target because everything is registered with the gov but the email addresses associated with companies are bunk. For cold emailing campaigns does anyone have suggestions of best/cost effective way to enrich the leads?
