Companies create good sales culture by rewarding their people fairly and honestly, gamifying the sales process to make it more fun/competitive at the same time, coaching their reps up and listening to their rep's frustrations, and treating their employees like human beings rather than as assets that can be easily replaced. Bad sales culture is lying to your employees, changing commission payouts without great reasoning, and having a high churn rate so you just force people to dial until they become so burnt out they quit.
