This usually depends on the persona. Someone in the sales department is more inclined to answer relevant emails than, say, someone in IT. If a sales leader hasn't opened my first or second email, he most certainly isn't going to open the 3rd or 4th.

The more the better - I think salesloft did a study and it's about 14-15 touch points before a convert - probably even higher due to WFH and COVID.

I try and keep mine to around 7-10, surprisingly get people during the final few steps so that's why I keep it that long. Still find the majority of responses around steps 1-3.
