How would you articulate poor attainment to a recruiter/potential employer?

There are a million reasons why this could be justifiable, but does anyone have any sound advice from dealing with this in the past? Trying to articulate it in such a way that doesn't sound like excuses.

The team I was on was built as a bet that we could scale the company faster if we hired more reps. Turned out the bet was bad, and the business was not there in 3 of 4 territories that were created despite the best efforts made by myself and the other new reps. I took a risk to join the company, and it didn't pay off.
