I want to hire a SDR / Sales Ops / Marketing person

Does this role make sense? 
Here are some of the tasks to be done:
- Cold calling 10hr per week
- CRM conversion. We've been using Streak (Gmail plugin) as our CRM but it's time to grow up and move to HubSpot (open to considering others). Would like this hire deeply involved in the conversion to a new system. 
- Marketing includes: help designing drip campaigns for different prospect groups, monthly newsletter (organizing, not blog writing), regular cadence of social media posts.

Current budget for the role is $75k (remote) but I'm working on creating a structure around commissions and bonuses too.

What would the title of this role be? 

Where do you find this jack of all trades type?

JK but these roles are typically performed by very different skill sets.
Sales people are not typically known for their organisation like an ops person.
And you’d be hard pressed to find an ops person who has the persistence and drive of a sales rep

I’d like to put something in the job description about what success looks like, and what the promotion tracks/options could be in 12 months.

Yup, these are different skills. Yes we are a startups. 12 US employees. Hiring 2 clinical and 3 engineering folks now because we have closed big enterprise clients and are getting ready to implement.

I am (or would be) doing many of these things if I don’t hire someone to do some of them. Have had a 20hrs/week contract SDR (very experienced fractional SDR) for last few years but don’t need that anymore.

These are the things we need. I don’t expect this person to work more than 40hrs/week.

Wondering if I could find a marketing/CRM specialist that would be interested in learning to cold call too? Just thinking out loud here.

What is it - SMB, MM, Enterprise. You addressed what you want but you have to tell what the job seeker wants e.g. you need to have commissions bonuses info handy 😅.
