it's very true and I usually see that as - prospect breaks down all the things they need to do and all the reason it hasn't worked before and all the complexity. I've seen great success in responding, not immediately with all the answers and details that let them know I'm smart and understand but simply saying - "Yeah I know what you're trying to accomplish and we do that everyday with hundreds of our clients". Sometimes that's all they need to hear b/c the other noise can just get lost as more work or more obstacles EVEN if you are laying out a process to resolution.
