Especially with COVID, I'd say you'd be shooting yourself in the foot if you are an SDR and refuse to call cell numbers. It might be a bit invasive, but which cold calls aren't TBH?

I mean if I have a cell number I always call that first. Calling the office line is the last resort. Especially now during Covid when nobody is in the office.

It's fine - usually cell phones listed on a company site/publicly are work phones and people expect to receive cold calls on them.
