Definitely. It puts a voice (and human) to the email you're about to send.
In the voicemail, I say "I'll follow up with an email" and in the email, I say "I just left a voicemail but wanted to follow up with an email"
In my experience, the voicemail isn't designed to be a call to action but rather to pique their interest in opening your email.

Leave a voicemail but don't ask them to call you back - cause that will never happen. Just say your name and say that you will follow-up with an email.
