Be honest with your manager. Tell him the situation and ask if you could reschedule the 1 on 1 because you already had something in place (That should help your job if this guy is a mentor)

If it's during work hours, work meetings should take priority. If your team meeting is unlikely to be urgent/important, you could always ask your manager if it's ok to take a call with your mentor this time as you already had it scheduled.

It makes sense for people with more senior titles to get better benefits in the form of PTO/vacation. It's part of an attractive compensation package. I don't expect a VP Sales to be compensated the same as an SDR in either money or perks.
