Negotiating higher pay = Higher quota

I have had saas sales roles where I've negotiated a higher base pay, and they gave it to me but they also raised my quota much higher. But I've also seen companies agree to a higher negotiated pay without raising quota. I'm curious if this is common practice to raise the quota when someone negotiates a higher base?

It really can be normal, but that is where you need to be specific. It only makes sense from the company's standpoint that if they pay you more, you need to bring in more.

Pretty standard. You are a sales tool hired to make money for the company. The money spent on you needs to have a certain ROI, or you are no longer valuable.

If they standardize the split then they often will.

It's easier on the business/management side of things.

Sometimes it happens that you get the higher quota without the increase in OTE as well.

I'd rather take the bump and a higher quota.

A good org should have a budget for its sales team. Assuming your margins are fixed, the only way to justify paying more than their budget is likely to just raise the quota.

Its kind of like the old reply we usually get when asking for a raise: "Sure! Just sell more and you'll be paid more".

Are you talking about a new role you have not yet started or one that you are currently in and performing well?'

It probably doesnt matter either way, as others have stated its pretty common practice to bump quota when you increase OTE. Youll might have more success increasing your base without altering quota if its a new role you are negotiating for, but thats still unlikely.
