New company what do I say?

I've joined a new company (been going for 25+years) in a leadership role. I can see they need to make some significant changes to break the UK market (where I am), but feel the UK director (my "manager") won't listen and not sure to go over his head to the CEO, who I do have a good relationship with.

Do you have exposure to the CEO in planning meetings? If so, this is the time to register your opinion and strategy, in my opinion. Include your ideas and strategy in all of your decks and planning so these ideas aren’t out of nowhere. 

Going to them cold will seem like you are jumping over the manager for no reason.

I don’t think he will listen, I’ve gauged that from seeing him in other engagements. The areas that need changes he also has zero experience in. Me and the other new head of sales for the other verticals have been tasked with building the companies new framework/processes, so feel the CEO will listen more as he has very steep targets and is more commercially minded

Personally, I would drive the conversation with your manager first. Ask questions like "what might the impact of XYZ be on our Org?" , "Any potential blockers or downsides from XZY". Make it collaborative, provide data/insight as to why you think it would be a great idea. 

Going over a superiors head almost never works in your favor. However, if you can prove that you are missing out on a genuine game-changing opportunity and your manager is still not on board, try to take the same "questioning" approach with your CEO who you have a good relationship with.
