Depending on whom you are getting and how much research you've done, I've found that making a joke at the expense of my hometown sports team, or a team that is a known rival of the city where they live is a nice way to break down the wall a little bit!

Edit: I totally misread the question, this is for rapport on an intro call:
I like to avoid a bunch of random small talk and instead ask them about their position and business.ย
- Tell me a bit about the org (if it's not completely obvious from a Google search)
- How long have you been there?
- Is (product I sell) your favourite topic or not so much? (Hopefully they have a sense of humor.)
On a straight up cold call I just keep it short and sweet, maybe make a little joke about the weather or Mondays and get right into it. Speaking in their cadence/volume and respecting their time goes farther in building rapport than asking them about their weekend or whatever.
