It's from Chris Voss' book "Never Split the Difference." Prompting a no response makes the prospect feel like they're in control. Also, nobody wants to admit they just gave up on something since that makes them sound like a loser, so they'll often send some kind of an explanation as to why they're ghosting.

I always use "Still Interested?" for the subject line and in the body say "I'm concerned because I haven't heard from you in x time. Are you still interested in continuing this discussion? If not, I will close this out on my end". Get's a response 80% of the time.

Yeah at a certain point if prospects aren't respecting you and your professional time, you shouldn't waste your energy on them. They can reach back out if they want your product

I use some of these:

Have you given up on this project?

Have you deferred the project?

Have you put the project on ice?

Have you shelved the project?

And: 

We haven't heard from you since XXX. You probably gave up on the initial idea of xxx, or you decided to go in a different direction. As this is totally ok from our side - do we have your confirmation for removing your contact and closing the file?

Saw a comment on linkedin that said "should I stay or should go?"

I tried it today and got a "stay" response. I'm with everyone else though, "have you given up on this project" has worked pretty well in my career
