PLEASE HELP! Vacation versus mandatory event

I submitted my vacation weeks ago. Got approval in the system and from my boss. Everything is fully booked, non refundable. My boss now is saying I have to attend an event on the dates of my vacation and that it’s mandatory. I have respectfully decline twice and he keeps emailing me back stating that it is mandatory and I need to make arrangements to attend. Advice on how to proceed? I’m planning on writing HR or his boss but not sure who to write or how to handle. Thanks.

Yea take it to HR with all the documents and file a formal complaint. If the boss gave you the time off he needs to be held accountable. Absolute bullshit he expects you to cancel a trip you paid for and can't get refunded because he told you that it was alright earlier only to change his mind.

It’s an industry related expo. It’s not like it’s an sales kickoff or anything. He just told us about it today and it’s less than weeks out
