Team quotas only ever work if you have an incredibly deep level of trust among a small group. I wouldn't recommend this in 99% of situations.

I don't want to carry weight for shitty reps. I'd be open to a spiff or add'l bonus if my team hits goal, but I don't want bad reps impacting my OTE.

Individual, for obvious reasons. Team commission should be a bonus on top of what each individual deserves to earn. I can’t imagine blowing out some quota, and next being told “great job, if the team hit their goals you would have made x but instead you get $0, atleast you have your salary!”
