I like to start with email then call them saying I'm following up on the email.  I also go by engagement (more email opens = higher priority on call queue)

Start with an email. At least the call has the chance to be slightly warmer with a line like "I sent you an email earlier so that this call would make more sense."

Yup, like the others said. I always go email first. Unless they have some past intent or interaction, I always go email and say " I'm following up on the email I sent you with the subject line xyz, were you able to see it?"

Call followed by email if no answer. Getting someone even for a few minutes gives me hints on how to craft emails the rest of the way. Are they direct, long winded, reserved? All that will help you communicate the way they will most likely prefer.
