Even if it was a business dinner I wouldn't do a tie unless it was with a bank/finance exec right after work. Especially as it's informal, I'd dress business casual with more emphasis on casual. He's on vacation--depending on where the dinner is dress appropriate to dinner that's all

Depends on where you're meeting, but I would always advise against a tie. In the past decade the only times I've worn ties are for weddings, funerals, and bar mitzvahs.

Also odd that they want to take time away from vacation for a meeting. Are they traveling with family? Are you picking up the bill? If they have kids i'd keep it to a drink and tell them you appreciate their time but don't want to infringe on holiday. If they're with their spouse I'd consider extending the invite to them as well so they're not sitting at the hotel alone. If the prospect is solo then dinner is more appropriate.

Smart casual, he may be in holiday mode and you wont want to make him feel underdressed or uncomfy. Keep it safe though and dont go to casual just in case

I would go button down shirt, pants, and cool dressy shoes. If it’s a formal dinner spot and the weather isn’t blazing, rock a sports coat as well.

Button down shirt with no tie or polo should be absolutely fine.

id keep it fairly smart as you want to come across as profession, but, as others have said, you don’t want to overdress or come across like a super sales douche.

I’d make a nod in the direction of him being on holiday and tell him that you’re conscious of his time etc.
