In order to do so, potential of SDRs need to be mapped and targets set accordingly

Instead of 50 calls a day, 30 mid sized, 10 large ,10 small sized deals respectively will be better
Tracking these and making moves accordingly will be best fit

It has to be a mix of both. Ideally, following the right process should lead to the right result. If you have a lot of reps hitting the activity metrics but not the quota, then either something is wrong with the process or the right numbers are not being tracked

Monthly quota, I don't care if you get your results in 1 call or 100, bottom line is you go out and crush your numbers with whatever it takes!

Monthly quota is definitely most important... but hitting your KPIs will allow you to get to your monthly quota. If you are hitting your KPIs but not your monthly quota then you may need to rethink a few things (either your KPIs or your quota).
