I would have a frank conversation with management as to why they keep knocking down your ideas. There may be other things going on in the background that you're unaware of that's making them unable to act on your ideas. The alternative is that you're just not being listened to. If you feel like that's the case, then it might be time to find a job that does respect your ideas or find another way of getting your ideas implemented.

My last VP of Sales always said, "Don't wait for permission...just go do it and let the results speak for themselves." If it's within your control, go make sparks fly.

On the other hand, you have to be honest about how much political capital you have to burn. Have you hit your number? Have you successfully executed a project like this before? Did you present these ideas with a "you should do this" approach or a "what if I helped us with this" mentality? 

As Jocko Willink would say, it's our responsibility to communicate well with our superiors. If they're squashing you because they feel threatened, time to find a new home where the best idea wins. If their uninspired, you gotta dig deep and sell that idea better (I've screwed this up plenty of times).

Appeal to what makes them tick ... If it's increased revenue emphasize that if it's efficiency then emphasize that etc.
