It is a psychological thing. If you ask a negative question, the person answering is more likely to answer with a positive. Unless of course they are actually underwater with something

I keep it simple. "This is 0percentcloserate from *company* how are you doing?"

"Hoping to talk about *pain point/industry* if you've got a sec." or "got a quick pitch around *pain point/industry* if you've got a sec"

"Hey ____, I'm glad I caught you- I'm calling because [clearly articulate a damn good and researched reason you're calling them]; is that interesting to you where a conversation this or next week would be worth your time?"

Why give them the chance to say "no not interested" (by not jumping right into why you're calling), if you have value to provide?
