Usually I assume the person doesn't use LI that much. 

I also find that a lot of people in blue collar industries without a decent looking corporate headshot will go picture-less as well. Not all that weird. Better to have no picture than an unprofessional looking one.

I'm not sure what you mean? I think you should have a picture posted. If I receive a request with no picture and they wrote a note with their connection req, then I accept it. No picture and no customized note? Ignored.

So, you can adjust a setting that only shows your photo to 1st-degree connections. I am certain it has cut down on LinkedIn creeping/stalking. The stories I've heard from female colleagues about dudes that have stalked them down at conferences were pretty wild--makes this feature seem worth it.

It does depend on if I know them or not. I have plenty of people I know that don't care about pictures and/or don't understand the value it adds. But for the most part they normally have 6 connections and want to sell me something.
