What's the latest you make cold dials in a prospect's time zone?

I'm reaching out to high-level IT engineers. I typically would not call past 5:30 in someone's time zone. What's the latest you dial? I want to maximize my day and dial time and I'm curious if people have more success dialing later on.

What time do you stop making cold calls (on average)?

You call me after 6 pm and I'm going to read you a passage from War and Peace while I trace the location of your call.

I have called CEOs and other C lvl up to 6:00pm on their personal cellphones. Some will never pick up during business hours but do on their way home.

My hours are 9 to 6, so I will make dials up until I leave the office. For international calls, I will make all those in the morning, but seeing as most of the world revolves around what time the USA gets up, I'll sometimes make those calls a little later in the prospect's time zone to see if I can get them on their cell.
