I ask for permission after my opening pitch. “Hi <name> this is Meech calling with <company>. I understand XYZ is an initiative for you this year and wanted to share how we solved a similar challenge for <reference> which led to <benefit>. Do you have a minute to discuss?”

Normally no - depends on the scenario though. Sometimes I’ll hit them with, “is this a good time to talk?” but generally I’m just happy they picked up the phone, I’m not wasting the opportunity by giving them an out right away.

I think it's a cultural thing. In my country it would be extremely rude to just dive in. Haven't pure cold called since my last role but my approach in my last role was: "Hey X, it's Y from Z. How's it going? You may have heard from us a while ago. Have I got you at a good time? Great. It could be going back a while. Are you familiar with Z at all, does it ring any bells?"

Set lots of meetings as an SDR with that approach

I generally don't ask for permission for two reasons. 

1. If i was asked, I would for sure say no.
2. It gives them an immediate out.

You have to have some form of an up front agreement. It doesn’t have to be explicitly asking for permission, but if you want an effective use of the minimal time you’ll likely have, get good at crafting short, UFA’s
