The answer is management told them too. It’s a check box meeting from higher up. Board wants to see productivity go up, upper management sets metric targets, and asks for status updates from frontline managers.

Everybody knows they are useless but it is an endless cycle driven from the top down.

Whenever I have this question in mind (and I do a lot of times), I imagine myself with the job of digging holes in a graveyard. More the holes, more my incentive. The graveyard in charge wouldn't have cared to take any meetings, asking me how many goals I've dig till now or what are the projections of my future digs. 

I think it's the entire Intangibility aspect of it which drives these team meetings. As much as it's about public shaming on the negative end or motivation/strategy on the positive, it's also about them having a good night's sleep being relieved that they did their job today and now they're more aware. 

Some also do it to provide meaning to their otherwise futile job. And some also to justify their existence and ensure leaders on their heads don't get to find out that the meeting takers have no role whatsoever in driving numbers.

A part from being a glorified address book and automated follow up reminder system, CRMs are mostly completely useless including all the crap dashboards. But it gives marketing something to do.
