Would take into consideration where the software company is based on when buying?

Let me explain. I'm trying to understand how important it is for you guys when making a decisions process the origin of the company (or the majority of the team). Forget for a second about customer support. Does that matter?

For depends on the country I guess things where there is political sanctions that prevents you to do business or political tension that will result in delayed payments collection.

SalesPharaoh brings up a great point. You also probably don't want to do business with a place where there really isn't good reciprocation between governments. I probably don't want to buy software from a Chinese company because if they fuck me over, the US government can't help.

Exactly, also countries with favorable legal system or easy to access or quick ones. For example we in Egypt avoid using the Egyptian legal system because it is much slower than other systems where we have entities in.

Some countries get the "nope nope nope" from finance/procurement. Just part of the risk mitigation process.

I don't think depends is a real answer on this. It's black or white. You care or you don't. 

I'm interested to hear from any of the "depends" crowd.

Yes especially when you need regular updates, help, or info from the product team. The time zone and language differences can make or break a project.

Sometimes data storage is an issue but can usually be overcome. Additionally if the time zones are so far off the company has to offer support hours to meet the demands of the market

It's pretty hard question to answer with a short yes/no answer. It somewhat depends where the company is from/based in, however, what's more important is the team that will be dedicated to your project - where are they from/based, what's their experience and skills etc. hundreds of companies are positioning as being based/from London/Berlin/NYC/Dubai etc but they normally have a satellite representation - one sales guy based in the city whilst all the work is offshored.
