What's the goal? Book meetings?

A good SDR can leverage outreach or salesloft and start cranking out emails. For a seed stage company it might be a lot of work to find, contract, train, and communicate with a 3rd party. Plus you have little control over their messaging.

Yes goal is to book meetings. Agree with you on all your points. Founders don’t have sales background and don’t want to spend on a good SDR right now. Looking for a contractor for ~half the cost

if you're the director of sales at this company i would run. you aren't getting the resources you need to be successful, if they won't spend ~$60-100k depending on where you are based to get an SDR is a huge red flag.

What's wrong with hiring internally? Those farms never meet expectations in my experience.
