Sounds like your company needs to do a better job of qualifying opportunities so that they get passed to the right rep in the first place. And if you guys are sourcing your own deals through outreach, then again, those accounts need to be better aligned and/or each rep should be doing due diligence on their account lists and territory plans to make sure the right accounts are being targeted so this doesn't happen.

its a pretty standard way to segment accounts. might not be the BEST way but it is common.

This is common, typically called territory or segments. If it's not in your territory or segment, it's going to be moved to the correct territory or segment.

If your territory is at 1,000-2,000 and a deal you are working with has 999 employees. I would try to split it with the rep and be 100% confident about the employee count.

Itโ€™s super annoying but most reps with be willing to split if you do all the work.

More sales people = smaller territories. This is why CRMs are important. Document everything so you can prove that you should have an account.
