There are a huge number of Caribbean islands, with very different cultures. Might want to narrow that down. That said, Hawaii is a good choice, and you have several islands to choose from there too.

Step 1 - get scuba certified locally w a reputable dive shop

Step 2 - use remaining budget to go dive in one of these locations (maybe even w a dive group who has travel arranged, you just tack on, make friends, itโ€™s amazing)
