Managers - Tips to identify the people who can speak the speak vs. true closers and executioners? Best interview processes? What stood out with your best hires?

Don't do interviews, make it a conversation. I certainly want to hire for skills (although this can be taught) but most importantly, I want to know if the candidate has the right behaviours/personality to be successful in the org (I prefer culture add than culture fit). 

I always like to make them feel comfortable, relaxed and at ease. So I get their natural, unfiltered, unfettered answers that I really want. I want to know the person behind the resume. I look for potential.

Pay attention to visual cues. Have prepared questions but not rigid as a script.

I always ask about their strengths and dig into that deeper because their strengths can also be their basement (weakness). This gives me a better idea of how to nurture and coach if they get hired.

well I usually ask questions like what makes you angry or frustrated and take off from there. Sometimes I try to interrupt the interviewee and see how they feel about it. Also if they are vague or give me typical "linkedin advisable answers" I usually ask more questions until I'm convinced.
