How do I break into SDR roles?

I am looking to take the plunge into becoming an SDR. I have experience in customer service as well as client retention in the telecommunications industry. I've done my due diligence and brought myself up to speed in the fineries of this position and what to likely expect of myself. I have looked through the forum and saw many advising that people in a similar position to mine should take a more active approach and find the hiring manager and other key decision makers in the hiring process. I was wondering would I do this before applying, after applying or not applying at all?

yeah, I should have double-checked my bad.
Here is my resume, I got it checked by a resume writer on LinkedIn and he said it's good, but I still have that little voice in my head that says it's not right yet. More constructive feedback will go a long way.
Also, can anyone give me any pointers as to what quantifiable achievements from customer service and retentions can be used? If you've come from that background I would appreciate your input on this.
Another thing a lot of the "entry level" roles require 2-3 years sales experience and I don't have a degree in business. I've reached out to some people on LinkedIn in my area who are SDR's without degrees for guidance and see what worked for them.
One last thing, I have been doing some freelance web development since January 2020, it's just not been something I wanted to take as a full-time career. Is it a good idea to add this to the resume or not?

First look - Iโ€™d move the certification below the work experience. Any metrics where you exceeded set targets needs to be visible. SDR roles are about outreach - anything you can add about calls, objection handling - Iโ€™d add.

Kudos on the correct grammar and on consistent verb tense.

I will add more metrics, are there any specific metrics in your opinion that you would recommend adding. CSAT and retention rate were the key metrics. There were others that weren't central to my prior roles, like average revenue retained.
I will also get to the other changes advised as well.

Success metrics. Anything that is โ€œtop of team in retentionโ€ or โ€œcontributed to 50% up sell, highest in the companyโ€ is what you are looking for. If you contributed to growth, great. If you were the top of the team, state that.
