WTF? "Hire to fire" practices by hiring manager in tech

Quotes from the article:

  • "Some Amazon managers say they hire people they intend to fire just to meet their turnover goal."
  • "The practice is internally called 'hire to fire,' according to three Amazon managers."
  • "Amazon employees say the performance-review system gives managers too much power over their careers."

I didn't even know there was such a thing as a "turnover goal". Can someone help me understand why this is legal, and what's the point of a "turnover goal"?

Why the fuck would any company want turnover? Turnover costs companies thousands of dollars per employee.ย
