Always be interviewing?

My company (large and established) comforted us during an all-hands with "no layoffs will happen despite any rumors". But apparently PIPs will go out and we all know those are just a push out.  
To what extent do you interview on the side even when things are going decently? how do you put yourself in the best position when bad news is looming for an underperforming org? to the sales leaders out there: have you ever PIP'd someone you want to actually keep?

Always be "Open to New Opportunities" on Linkedin so you have a mini database of recruiters to message when you need to look. If you get a message thats interesting, I always take it, but I am critical of it.

Yes, always be interviewing. Its the one "Sales Skill" you don't want to stagnate.
So even if you have no intention of leaving, have the conversation. Interview them in return. Having a job already gives you a huge advantage when speaking with another company.

-- Why not continually have conversations? Nothing to lose. If you don't like an opportunity just decline and go about your job.

-- To your final point... You should never hav to PIP someone you want to keep. However, sometimes those decisions are more political. Top down spreadsheet jockey that looks only at numbers. Rep could be embody everything you want in a rep, but have deals falling apart right now due to external economic factors.

-Only hesistance taking them continually is they are often during work hours so tough to schedule let alone prep, compensating for missed work, etc.
-when I put myself in management’s shoes, I think the same thing. But external economic factors are hurting some of us more than others despite doing everything right

Always interview. Especially in such a situation. On the other hand I've seen people staying for a long time after a PIP. but those are more exceptions than the rule
