Good LinkedIn Message to get a referral?

Hi folks,

Looking to get some advice on a solid cold outreach message for LinkedIn. I'm trying to find the correct contact within an org, its a governmental body so the organisational structure isn't straight-forward or clear at all. So I need to message a few people to get some guidance on where to go to.

I don't want to go with "Hi xxx, hope you're well.... blah blah". Interested to know if anyone has some compelling messaging that I can draw some inspiration from, and more importantly, will actually let someone reply or want to help me.
