Headline pretty much sums it up. Does anyone know if there's a limit to the contract value I can propose to a government institute in Estonia, or in the EU in general, without them having to issue a formal RFP?
I`m not in a position to directly ask this from the customer, so we`ll have to find out on our own and send a proposal just below that threshold hopefully.
