RFP Threshold: Max contract value before needing RFP for Estonian (EU) government proposals?

Headline pretty much sums it up. Does anyone know if there's a limit to the contract value I can propose to a government institute in Estonia, or in the EU in general, without them having to issue a formal RFP?


I`m not in a position to directly ask this from the customer, so we`ll have to find out on our own and send a proposal just below that threshold hopefully.


For context, selling an enterprise SaaS solution.

First time I`m a situation like this. My avg deal size is around 100k, but this time, we will be starting with a "pilot" and the quote shouldn't go past the RFP threshold, it`s on me to find out that threshold...

Thank you! I found something similar to this. Still can`t find exactly what I`m looking for, but it seams that 10,000 EUR is the magical number :)
