I don't know about hardest but I think recruiting services are up there. It's a space flooded with competition, margins are low, and your product is not unique as you're drawing from the same pool of candidates all of your competitors are. Also, your product consists of living, breathing human beings. You can spend hours courting a client, finally convincing them to let you staff their position, and have your deal blown to pieces because a candidate decided to no show their interview or quit after one day.

Just had this happen last month. First placement at a new client. Home run candidate. I was stoked. Paid extra on onboarding costs to expedite the process to show we can hire and place quickly. Ghosted the first day. The client hasn't given me any new roles since.

heard it was people, the recruiting world but not sure tbh, selling insurance is tough, dealing with peoples lives and death, trying to sell a need that no one has, that is gotta be the hardest imo
