is it against the rule to work remotely in a foreign country? should I tell my employer?

What's the context of "work" here? You already have a job and you'll be simply working remotely while youre in Europe? If that's a yes, it's not illegal to do so for 2 weeks

This is a question for your company.

Do you feel you need to hide that you are gone? Can you ask your manager? I mean, at my company, we do have people who do this from time to time and it's fine, but they are working it out with their managers, as there is no explicit rule against it where I work. YMMV.

My manager wouldn't have an issue as long as I get my work done, my previous manager wouldn't have allowed it.

It varies depending on the org and your manager, you know your boss and your company better than anyone else here.

Therefore, you are the one that will have the best answer to this question.

Is there an employee handbook you can check first before actively asking HR?

If there's no explicit reference to it, I'd mention it to your line manager & get her / his advice.
