Need advice - any is appreciated

I interviewed for this job I really want last week - met with the sales manager, and he said by this Friday he would let us know next steps. 

should I reach out to him by EOD Friday if I don't hear anything. 

Mind you I emailed him after our interview and Wednesday and he hasn't gotten back to me

I called and he said the recruiter would get back to me. 15 minutes after the recruiter said the slot was already filled… I had a great conversation with the manager and I’ve beaten multiple int’l records and consistently top performer where I’m at right now so I don’t understand why.
