Should you apply after you reach out directly or wait for a response

Should I wait for a response before applying on LinkedIn? Doing so puts me on the list against everyone else. If I wait, I may get a response with direct access to the HR manager, etc. Thoughts?

When you have your LinkedIn account set to "open to work" and recruiters reach out all the time do you take the mindset of "I need to sell myself for this role" OR "The recruiter needs to sell the role to myself?"
