Let’s assume the CEO doesn’t know the assignment rules in a department s/he doesn’t manage, and sent the lead unaware of any territory or assignment issue. I’d go to my manager with the issue and see what s/he says.

How big is the company? Do you have a leader that's in between you and the CEO?

This happened to me previously and no leader. I ended up speaking with the AE instead in a team setting of like "hey we know the CEO is not checking ownership on things, can we agree to do right by the team and see if it's something one of us is currently working?"
