Is this legal/legitimate?

My company is implementing a new policy that says if we can't secure a PO from our deals within 2 weeks of signature they will literally pay us nothing for incentive, it just goes POOF, right to them.

My old company the customer had to check a box if PO was required or not. If it was previously documented that it was required and it wasn’t provided SOPs wouldn’t convert the deal.
