I actually know some recruiters and yes, some of them are paid out commission based on the employment contracts they bring in.
Depends on if they're internal recruiters or if they work for a recruiting firm.

Second @punishedlad in that many recruiters are paid commission which is why youโ€™ll notice the GOOD ones maintain connections with reps (instead of ghosting). Imo the good ones really understand sales (another reason that makes them great)

As far as the issue, the employer is the recruiters true customer. If they can save a bit of the budget over a number of hires, it prop makes them look reliable and therefore will create repeat business.

Not a recruiter tho so I could be far off lol

depends on the situation for me. most of the time i would make the recruiter tell me the salary range first.
in this last job change i was being recruited by the VP and i told her what i would need to make a switch.

I worked in recruiting before jumping into sales. Itโ€™s a tough job because people would ghost us and apply directly and we would lose out on money that way. Happened quite a lot so you get to the point where you donโ€™t share information until the interview process starts.
