Hate to be a downer, but virtual happy hours ain't it.
One thing that has worked for me though, is planning smaller virtual events with 3-5 coworkers at a time that everyone's committed to and excited about.
For example, I started playing online poker (none of us are that good) with 4 coworkers and now it's become our time to shoot the breeze, vent about our weak pipelines, and have an activity to keep us there for several hours at a time. It makes us feel more connected to each other and also the company as a whole.
However, this can become an issue if others feel excluded, but then you get into the original problem of forcing virtual events with a larger group where no one wants to be there.
How are people solving this?
