Here's an experiment for you: Email your prospect in the morning saying you're going to call them in the evening.
"I was going to call you at 3:05pm later today to talk about XX" and hit send. You'll either get your answer over email itself, or you'll see yourself getting more pickups.
An additional tip: Cold Calls get more pickups 10 mins before and after the hour. So keep your calling windows between 8:50 to 9:10, 9:50 to 10:10, and so on...
