Unfortunately, I can't provide too many details, but let's just say big banks have regulation upon regulation upon ... well, you get the idea. They have so many hurdles, even their own employees get surprised by the process.

Gov't for sure. Claim there is no bias but the number of times I see tenders spec'd for one company is astounding. The worst part is I not only lose the deal but also have to pay the competitor via my taxes.
